What is CoP 53.1 and does my project need it?
CoP 53.1 is Abu Dhabi's Health, Safety and Environment Code of Practice for Construction Activities, published by OSHAD (now part of the Abu Dhabi Occupational Safety and Health Centre). It sets out the minimum HSE management requirements for construction projects in Abu Dhabi — including the preparation and submission of a compliant HSE Management Plan before permits are issued. Most construction projects in Abu Dhabi require a CoP 53.1-compliant HSE plan. GCEEC will confirm whether your project falls within scope and can prepare the plan on your behalf.
What is the difference between a HAZID and a HAZOP?
A HAZID (Hazard Identification) study is typically conducted at an early design or conceptual stage to identify major hazards associated with a facility, process, or activity — it is broad and qualitative. A HAZOP (Hazard and Operability Study) is a more detailed, structured technique applied to specific process designs using guide words to systematically identify deviations from design intent that could result in hazardous conditions or operability problems. HAZOPs are typically conducted once detailed P&IDs are available. Both are important tools at different stages of a project lifecycle, and GCEEC can facilitate both using qualified, experienced study leaders.
How often should an EHSMS be audited?
ISO 45001 and OSHAD-SF both require that the EHSMS be subject to internal audits at planned intervals, and management reviews at least annually. Independent third-party audits are typically conducted annually or bi-annually — and are often required by clients, project owners, or regulatory authorities as a pre-qualification or permit condition. The frequency of site inspections should be risk-based: high-risk construction sites may require weekly or monthly inspections, while lower-risk operational facilities may be adequately covered by quarterly reviews. GCEEC can help you design an audit and inspection schedule that is both effective and proportionate.
Can you provide an HSE officer for a short-term project?
Yes. GCEEC provides experienced HSE professionals on a secondment basis for both short-term and long-term assignments — from a single week covering a plant turnaround or critical construction phase, to multi-year embedments on major infrastructure projects. Our seconded officers are familiar with UAE regulatory requirements, OSHAD reporting obligations, and the practical day-to-day demands of site safety management. Engagements can be structured as full-time, part-time, or periodic visits depending on your project's risk profile and budget.
What happens after an incident — how do you help?
If a workplace incident has occurred, GCEEC can mobilize an experienced incident investigator within 24–48 hours. We assist with scene management, evidence preservation, witness interviews, and the systematic root cause analysis required to understand what happened and — more importantly — why. We prepare the investigation report in a format suitable for internal learning, client reporting, and OSHAD notification where required. Our focus is always on identifying the systemic and organizational factors that allowed the incident to occur — not on attributing blame — so the findings genuinely prevent recurrence.
Do you offer HSE training in addition to consultancy?
